OK I now understand what you mean by "dummy traffic". (Especially ones that need to be fixed outside the unlocked areas.) They don't *all* need to be encountered on the first playthrough. This game has hundreds of learning opportunities. Or worse, if you put two highways but don't connect them, then connecting them with small roads can make the traffic suddenly start showing up and drive right through downtown as that's the only way between the highways. On the other hand, if you just start by building a highway across the map, all the dummy traffic will go through your start, making it harder to manage traffic. You'll see that it has a big ring road, with a highway through the middle to build off of, meaning that none of the dummy traffic will ever go near your city in the early game.
